Anti-encroachment squad creates fear among vendors



Vashi2Panvel.Com: Navi Mumbai: September 23: Few days ago house-maker and Vashi resident Sandhya Rane was on her evening shopping spree at Sector 10, Vashi when she suddenly saw all the street hawkers running hay wire with their belongings. For few minutes the chaos was beyond her comprehension. But once she saw the anti-encroachment van she understood everything within no time.

“Initially I was shocked to see the commotion in the market but once I saw the anti-encroachment van I understood that the market was raided by the anti-encroachment squad,” she elucidates. The Anti-encroachment raids have become a common sight in the city, which just goes to proof that it has become a recurring problem now. IT professional Sudha Viswanathan has the same story to tell. Sudha says, “A couple of weeks ago I had gone to Sector 18 market at Koperkhairne to buy some fruits but I was flabbergasted when I saw some men snatching the belonging of the street vendors, after I saw their van I go to know that the place has been raided by the anti-encroachment people. I really felt very sorry for the poor hawkers, I feel that the civic body should try to regularize them rather than shooing them every now and then, after all these hawkers are providing services to the society.”

Like Sudha there are many people who feel that instead of uprooting these illegal vendors, it is better to authorize them as it will keep their business going and also it will not create any kind of inconvenience for their customers. While talking to Vashi2Panvel.Com, Vashi ward officer Balkrishna Patil said, “The civic body is planning to come up with an exclusive hawkers zone that will be allocated to the hawkers for business at a nominal fee. This project is in its final stage once it will be approved the illegal hawkers problem will be resolved.”

As per Sudha Vishwanathan's comment that Hawking should be regularised, then I guess it is the totally wrong approach. If you regularize this then tomorrow you will need to regularize something else. As it is we are now regularising slums and making them legal and in no time we will be seeing more slums than apartment blocks. I feel that since roads and pavements are built with the money I pay as tax, I expect to see them clean and maintained, not completly overrun by hawkers and shanties. As it is most of the shanty dwellers and hawkers do not pay any tax. Tomorrow if I loose my job you will not cry for me, but because a hawker is loosing his job you are gonna cry. This sort of an attitude baffles me, what if it happens to you!!!!!!!

As I know CIDCO had his plot having area of 5000 sq.ft. which is in front of our society. Our Society had encroached this plot, and now committee says that don't say it is CIDCOs plot, it is Dattaguru's plot and it is not property of CIDCO, but they don't have any proofs or certificates that showing the plot is dattguru's property or plot allotted to Dattaguru. The committee is doing daadaagiri for the said plot.

After encroachment they had fully distroyed the compound Wall which is around that plot.
The involved committee persons in this matter are:

1. Mr. Rajendra bagal - Chairman
2. Mr. Rajkumar Puri - Dy. Chairman
3. Mr. Rajkumar Patil - Secretary
4. Mr. Tanaji Patil - Treasurer
5. Mr. Sonawane - Committee Member
6. Mr. Vishnu Borkar - Committee Member
7. Mr. Indulkar - Committee Member

and also other people helping them to do it are:

1. Mr. Vanave (A1,2nd Floor.)
2. Mr. Jadhav (A2, Ground floor.Room. no. 6)
3. Mr. Karbhari Mate (A1, Ground floor.Room. no.16)
4. Mr. Ramesh sheth (A1, 1st floor. Room.no. 4)

and other 15-20 peoples are with them but I don't know their names.

In the month of October 2009 I had taken the permission from NMMC,CIDCO and from Police for celebration of Navaratri utsav, but this committee and other poeple denied that permissions, They said that this plot is not owned by any CIDCO or NMMC, this is our property and you have not contacted us for the permission, So we cannot allow you for the same.

After that I sent below query to the City Information and public relational officer, CIDCO on 30-11-2009, asking for
a. Are this plot is comes under the Dattaguru CHS.? and
b. Are CIDCO given permission to them to distroyed the wall arround that plot?

And I received the reply from them on 04-01-2010 having answer is No for both the questions.
The letter number is :-
Under 2005 Information rights is no. 2010 ma/a/01
City Information and public relational officer.

The letter is with me when you need to see at that time I will show you this letter.

They are not finished yet, They are all parking their vehicles in the said CIDCO plot and recovers the parking charges from it. They gains the money by using CIDCO plot and off course cheating with the CIDCO and it can carry out unauthorised construction in sector-6, Because the society is looking for reconstruction of the building using that CIDCO plot.

For encroaching the above plot, corporator of sector-6 named Mr. Narayan patil supports to the Dattaguru society. He says to dattaguru committee that do anything for taking the plot under the dattaguru society, I will manage the NMMC for that because I am on 'sthaayi sammittee', don't worry I will help you.

So please please look into the issue as early as posible.
